TP has signed an agreement with UKE, the Polish telecom market regulator, on the basis of which UKE will withdraw from the functional separation of TP and freeze regulated wholesale prices in return for rolling out 1.2 million broadband lines in Poland during a 3-year period by TP.
According to Piotr Kolodziejczyk, there are at least two benefits for TP resulting from the signed agreement: avoidance of risk related to the separation (higher costs and operational risk resulting from the significant change in the organization) and stable wholesale prices until 2012.
CET Partner points out that "if the agreement does enter into force, then the alternative operators will gain what they have been fighting for a few years: a separation of TP's wholesale unit, equal rules related to access to information about networks and subscribers, better quality of handling orders, monitored by UKE".
Piotr Kolodziejczyk says that the conflict between TP and UKE has been lasting for too long for TP itself, hurting its market position. He adds, that TP, in order to be competitive and discontinue further decreases of revenue, has to throw back the competitors' attacks and invest in an access network.
